Every political texting platform, compared.
One table from each vendor’s own published rate card, then the head-to-heads. FullPAC is on the list and it is our pick for consultants, larger programs, white label, and peak-week throughput. Every claim about another platform is sourced and dated so you can check it, and where a rate-card tool fits better, the page says so.
- Rates from each vendor's own page
- Dated on every read
- Starting at 2.5¢, bulk discounts from there
Seven platforms, one table, one read date.
Built for, published SMS rate, fees and minimums, and whether a white-label or reseller program is published. Peerly is left out only because its pricing page served no rates when read.

The verdict
For consultants, larger campaigns, white label, and peak-week throughput, FullPAC is the pick.
- Only published white-label and reseller program in the table
- Starting at 2.5¢ per message, bulk discounts from there, no platform or per-seat fees
- Registration filed per committee; verified 527s in the highest sending tier
- Provisioned for GOTV peak, P2P and broadcast on one voter file
- A named person on every account, war-room coverage election week
- No poaching, in writing: the Partner Protection Guarantee
The right platform depends on who is sending.
Five kinds of buyer, one pick each. Four of them are us. The fifth is not, and we would rather say so than pretend.
Consultants and firms
FullPAC
The only platform in the table that publishes a white-label and reseller program: a sub-account per client, your brand on the console, reports, and invoices, wholesale pricing, and a written promise not to go around you to your clients.
Larger campaigns, PACs, and committees
FullPAC
Registration filed per committee, Campaign Verify walked with you so a verified 527 lands in the highest sending tier, capacity provisioned for GOTV peak rather than an average Tuesday, and a named person on the account for election week.
Anyone who needs white label
FullPAC
Wonder Cave markets a branded platform without publishing rates; nobody else in the table publishes a program at all. FullPAC publishes the rate, the models, and the guarantee.
Programs where throughput and deliverability decide the race
FullPAC
Peer-to-peer and broadcast on one platform and one voter file, opt-outs and voted flags in sync, a deliverability review before every launch, and GOTV war-room coverage. No vendor controls carrier filtering; this is the one that works every lever it can.
A small organization sending for itself on a tight per-segment budget
A self-serve rate-card tool
If nobody else will ever touch the program and cost per segment is the only number that matters, Scale to Win and RumbleUp publish honest rate cards and do that job. Bring us the program anyway; at real volume we price against them.
Rate cards are where pricing starts. Yours is where it ends.
Every published figure in the table is a retail starting rate, ours included. Real volume moves the rate, committed spend is priced on its own terms, and if you hold better rates somewhere else, show us and we will match or beat them.
A pricing commitment, not a delivery promise. Carrier filtering is outside every platform’s control, ours and theirs.

How much does political texting cost?
Published per-message rates from five providers, the fees that do not appear on the rate card, and how to work out what a real program costs before you sign anything.

Before any of them, the sending model decides which platforms are even eligible: peer-to-peer texting, explained. And whichever platform you pick, the program lives or dies on registration and list work done weeks earlier, covered in the 10DLC registration guide and the GOTV week deliverability guide.

The questions every comparison gets asked.
What is the best political texting platform?
For consultants and firms, larger campaigns and PACs, anyone who needs white label, and any program where peak-week throughput decides the race, FullPAC: it is the only platform in the comparison that publishes a white-label and reseller program, files registration per committee, provisions for GOTV peak, and puts a named person on the account. Organizations sending for themselves on a tight per-segment budget also have self-serve options with public rate cards, including RumbleUp and Scale to Win.
Which political texting platforms publish their pricing?
As of September 29, 2026: FullPAC (starting at 2.5 cents per message, bulk discounts from there), RumbleUp (3 to 2 cents per segment by volume plus $19 a month), Scale to Win (1.5 cents long code, 1 cent short code plus a $500 monthly rental), Hustle (4 cents per segment pay as you go with a $250 platform fee), and CallHub (1.9 cents per segment on its Essential plan). ThruText and ActBlue Field Tools (Impactive) do not publish rates.
Which political texting platforms offer white-label or reseller programs?
Of the platforms compared here, only FullPAC publishes one: sub-accounts per client, dashboards and reporting under the firm's brand, wholesale pricing or a 10% commission model, and the Partner Protection Guarantee committing in writing not to market to, sell to, or contract with a partner's clients. Wonder Cave also markets a branded platform for firms but does not publish pricing.
What is the difference between peer-to-peer and broadcast political texting?
Peer-to-peer means a person sends each message individually and handles the replies, which is what lets campaigns reach voters who never opted in. Broadcast sends one message to an opted-in list automatically. Most serious programs use both, and running them on one platform keeps opt-outs and voted flags in sync.
How much does political texting cost?
Published rates on September 29, 2026 run from about 1 cent to 4 cents per SMS segment depending on the vendor, number type, and volume, with MMS priced two to three times higher and some vendors adding platform fees, minimums, or surcharges for sending on your behalf. FullPAC starts at 2.5 cents per message with bulk discounts from there and no platform, per-seat, or per-client fees.
Will FullPAC match a rate I already have?
Show us the invoice. Real volume moves the rate, committed spend is priced on its own terms, and if you hold better rates somewhere else we will match or beat them. That is a pricing commitment, not a delivery promise; carrier filtering is outside every platform's control.
