Case Study

Thirty days. 21.5 million messages delivered.

A national political consulting firm walked away from one of the biggest tier-one texting providers on the market and moved its entire book to FullPAC cold turkey, weeks before the primaries. Less than 24 hours after signing, it was 10DLC approved and ready to send. This is the story of the first month, in production numbers.

  • Signature to ready-to-send in under 24 hours
  • 110 client organizations migrated
  • 4.57M messages delivered on primary eve
01 · The bet

From signed agreement to sending in under 24 hours.

The firm had built its texting business on one of the biggest tier-one providers in the industry. The book kept growing, the primaries kept getting closer, and the platform underneath had become the thing holding the business back.

  • No quiet season

Primaries weeks away, live client programs on the calendar

  • No parallel run

One platform to the other, cold turkey, whole book at once

  • No deadline flex

Legal send windows and a primary date that would not move

Signature to ready-to-send

<24 hrs

Registered, 10DLC approved, and cleared to launch. The migration most vendors quote in weeks happened overnight.

02 · The migration

110 organizations moved, 10DLC verified in hours, not weeks.

The first day proved the platform. The first weeks moved the business: 110 client organizations onboarded, registered, and made sendable, each one a campaign or committee with its own compliance footprint, while the firm’s programs kept running.

03 · The volume

Then they sent, every single day.

July 23 through August 21, 2026: sends on all 30 days, five of them over a million messages delivered, straight through the most critical stretch of the cycle. Every figure on this page comes from production and was cross-checked against carrier records.3

Messages delivered per dayIllustrative daily shape. 30-day total and peak day verified.

30 of 30 days active. Five days over one million delivered. The peak is the verified primary-eve figure; the day-by-day curve is illustrative until the production export replaces it.

The campaign mix

Most of the book ran picture and video messages, not plain text. Same scrubbing, same reporting, same review discipline on both.

Deliverability, measured

94.9%1

Of 22.7 million carrier-accepted messages, confirmed delivered and verified against carrier records to within 14 messages of the 21.5 million total.

1.1M conversations

Every voter reply landed in the firm’s portal, sentiment scored, opt-outs suppressed automatically.2

04 · The biggest night

Primary eve: 4,573,990 delivered.

August 18, the night before the primary, across 165 campaigns at once. This is the night the firm left a tier-one provider for. Results reported live in the firm’s portal as they landed, and the queue was clear going into election day.

The lanes behind it

  • Political MMS, per campaign120/sec
  • T-Mobile daily cap for Campaign Verify vetted committeesnone
  • Practical planning pace250K in under an hour, 1M+ in an afternoon

Registered political carrier lanes, not burst tricks. This is the standing capacity every FullPAC partner sends on.

05 · The white-label layer

Client comms, better than they had ever been.

Switching vendors usually means telling your clients something changed. The firm got to tell them something better: here is your new reporting portal. A live software layer in the firm’s own brand, where every client could watch their campaigns report in real time.

Before

Forwarding a vendor’s spreadsheets

Someone else’s numbers, someone else’s pace

After

Gated links to their own dashboard

The firm’s name on every report. Clients never saw us

A reporting portal in their brand

Real-time campaign reports under the firm's own brand from the first send: hour-by-hour activity, replies at 5-minute resolution, reply sentiment, and an upcoming-sends calendar. FullPAC appears nowhere.

Gated report sharing

Scoped share links for end clients with per-link visibility controls, open tracking, PDF downloads, and revocation. The firm minted 88 client links in the first month, opened 133 times, every open logged.

Local presence at scale

Sender numbers matched to the recipient's area code, with fresh local numbers purchased on demand. 97 dedicated numbers across 15 area codes, from 941 and 850 to 813, stood up for the firm's sends.

Compliance windows, handled

Send windows and quiet hours enforced automatically per state, including Florida's full legal window through 10 PM. Opt-outs suppressed at send time across all of the firm's organizations, with soft opt-out detection beyond STOP.

A public API and click tracking

Campaign creation, list upload, scripts, stats, two-way replies, and webhooks, so the firm's own systems plug straight in. Branded tracking domains with per-recipient links and click stats in every report.

Billing transparency

The account balance always on screen, exact to the cent, with clean per-organization invoicing and a per-campaign cost reconciliation export that ties every send back to the ledger.

06 · The new service line

A research product they could finally sell.

The switch did not just replace what the firm had. It added a service the firm had never been able to offer: opposition research, delivered under its own brand through Sword & Shield, FullPAC’s research platform. 20 subjects investigated in the first month, 22 dossiers delivered, including two follow-up deep dives.

One platform, two products, both sold under the firm’s name.

  1. Order in-platform

Pick the subject, certify the purpose, submit. No email chains.

  2. Research and review

Two sources or one authoritative one. A person signs off.

  3. White-label delivery

Branded PDF and interactive dossier on the firm's own domain.

  4. Gated sharing

PIN-protected links with view budgets and acknowledged terms.

  5. Full telemetry

Every open and download logged. Any link revocable, any time.

What the story adds up to

They bet the most important month of their cycle on a new vendor.

A consulting firm’s book is its business. The firm bet its most important month on a new platform, put its full volume on us in week one, and came out the other side with more to sell and a stronger hold on its own clients than before the switch.

For firms like theirs

If you resell outreach, this is your playbook.

Everything in this story is standing capability, not a one-off: the registration machinery, the scrubbing, the white-label portal, the research product, and the carrier lanes. If your firm runs a book of clients on a vendor you have outgrown, the same process applies to you.

Notes and disclosures

  1. 1.Delivery rate is the share of carrier-accepted messages confirmed delivered by the carrier across this engagement's 22.7 million carrier-accepted messages, July 23 through August 21, 2026, cross-checked against carrier records. It is a measured result for this client's program, not a promise: delivery on any program depends on list quality, message content, registration status, and carrier behavior, and no rate is guaranteed for future campaigns.
  2. 2.Replies are inbound messages from voters, with handset auto-reactions filtered out.
  3. 3.The client is anonymized at our discretion, and campaign codenames shown are the firm's own with candidate-identifying details removed. All figures come from production records and were verified against carrier records on August 21, 2026.
